South Entering into Sacramento

On July 12 at approximately 6:15 pm two box trucks driving down i5 south entering into sacramento kept blocking the passing lanes for several miles, one of them eventually moved into the far right lane. As I passed the box truck, it was leaking diesel out of their fuel tank and spraying all over the highway, my vehicle was completely covered in seconds. I flagged the driver of the box truck down but he just kept driving.
